The nation- building project which state have engaged in, was proceeded an exclusion feelings to the minorities and a socio- economic tyranny, besides fear from the future, the most important is the absence of its national loyalty.

as a result the minorities take a violent behavior for expressing its claims and declare its independent existence at the expense of the state territorial sovereignty.

the ethno-nationalism revival in the international politics and the increase of its political efficiency is due to the crisis of nation-state and its internal paradoxes, the loss of its domination on violence that spread among groups and the weakness of its ideological ability that lead to question about its identity, legitimacy in the contemporary history, also to rethink in the nation- state concept and to reshape its relation with their minorities
