Abstract EN

A decent work, according to the International Labour Organisation, involves opportunities for all (men and women) of work that is productive and delivers a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration.

Employment, in its modern significance, in no more limited to providing a job but takes a wide dimension essentially linked to social stability and the level of income that ensures human dignity.

The situation of crisis that Algeria has lived since the mid 80’s made of employment one of the biggest challenges that the government faced.

Unemployment reached at the end of the 90’s rates never equaled before (30%) making it necessary to adopt mechanisms able to reduce these rates through direct creation of jobs and improvement of employability for work seekers.

These mechanisms have been included in the development programs adopted since 2001and which aimed to achieve economic growth and to improve human development indicators, especially those linked to job creation, unemployment alleviation and poverty reduction.

Though the obtained results seem, according to official statistics, to be positive either in terms of economic growth or in terms of job creation during the period 2001-2015, the qualitative results remain very insufficient.

Indeed, if jobs created during this period reduced unemployment under 10%, this rate is in itself inaccurate because it does not include irregular workers, and because of the nature of the provided jobs which are in their majority not permanent, fragile, do not offer the opportunity of a permanent job, and do not ensure social protection.

According to what was previously mentioned, the present paper tries to analyse the results obtained by the development programs adopted by Algeria since 2000 with regard to the nature of economic growth and the provided jobs, and to which extent these jobs fill the conditions of decent work that improves the worker’s standard of living and protects him from poverty.
