The competitiveness clusters have witnessed a great success during the 70s and 90s of the 21st century in industrialised countries.

These clusters have also been integrated during the 1990s, in several programmes meant for development, both in emerging as well as developing countries.

3 This enthusiasm stems from the countries’ need to ameliorate the affordability of their economies, and this is by creating a healthy atmosphere to innovation.

Indeed, this atmosphere aims to boost their business and attract foreign direct investment.

Algeria is planning to implement numerous techno poles.

Nevertheless, only the technology cluster of Sidi Abdellah, compared to other newly born clusters, hosts companies since the year 2009.

Moreover, though many structures have been built in Sidi Abdellah city, this latter is enable to attract foreign companies, which have branches in Al Ghazala (Tunisia) and Casablanca (Morroco).

Thus, in order for Sidi Abdellah techno pole to develop and succeed in attracting foreign direct investment, it is necessary to establish new structures, such as restaurants, clubs, cultural structures, and good internet connection.

Last but not least, tax incentives need to be designed carefully in a way that it will be lower enough than the other countries, for more attractiveness.
