Abstract EN

The study aims to introduce concepts, characteristics and types of Ijara sukuk.

It aims to explain causes of the financial deficit of Palestinian institutions of higher education.

To acquire these aims, we used quantitative method and developed a questionnaire to collect the necessary preliminary data to test hypotheses, and we distributed 300 questionnaires to university graduates related to the economic and financial disciplines, and related employees in the universities and public and private sectors.

The main results are, Ijara sukuk industry is recent and suitable and valid to provide financial resources to finance and fund the Palestinian institutions of higher education deficit.

This is because the sukuk structure is variety and suitable in environment work of higher education institutions.

Study showed that the institutions of higher education is facing difficulties and challenges that hinder their growth and development; due to lack of financial resources and the lack of a clear future plans to overcome this fiscal deficit, which requires the use of Ijara sukuk to fund this deficit.

In addition, the need to work on spreading the culture of Ijara has recommended through conferences, seminars, workshops and all activities that contribute to this target.

On the other hand, we recommend to work to enact legislation and internal regulations that work to regulate the issuance, trading and amortization Ijara of all kinds.

In addition, the study recommends to work for the abolition of all restrictions that impede the Islamic sukuk industry to attract foreign investments contribute to the educational institutions and other community institutions, as well as to urge higher education institutions to fund their financial needs through the issuance of sukuk to involve the community in the construction of educational institutions.
