Abstract EN

This study is aimed at identifying the most important obstacles which limit the implementation of the Total Quality Management (TQM) in the higher education institutions in Palestine from the perspective of the Arab American University (AAU) faculty chosen here only as a model of the said institutions.

To achieve the study objectives, the researchers adopted the descriptive analytical approach, and they designed a questionnaire which underwent a reliability and consistency test with the purpose of gathering data from the study sample of (68) AAU faculty members who were chosen by a simple random methodical .

Having gathered the data and analyzing them using the Statistical Package for Social Sciences (SPSS), the study arrived at the following findings: 1.

A statistical significance as to the obstacles in the implementation of the TQM in the Palestinian universities from the perspective of the faculty members in all the areas which the study dealt with, namely: leadership, knowledge, institution’s work organization, rules of scientific research and community service.

A degree of disparity among the various areas studied where the obstacle of work organization ranked first with a mathematical average of (4.390), followed in the second rank by the rules of scientific research with an average of (4.349), followed in the third rank by community service with an average of (4.110) and finally came fourth in rank both leadership and knowledge with the same average of (3.458) and standard deviation of (0.5707) .

Differences of statistical significance among the average responses to the obstacles, which limit the implementation of the TQM in the higher education institutions in Palestine according to the sex variable in favor of males.

According the educational qualification, the variable was in favor of the Ph.D holders while no differences in the obstacles were found according to the variable of the years of experience of each faculty member.

The study made recommendations to the university concerned to review its organizational work rules, namely to further increase the involvement of the faculty members in the various areas of the administrative process, and introduce material incentives system to encourage the staff to participate actively in the better observation of work rules and regulations.
