One of the most important pillars of economic development in any country is the promotion of investment projects that will promote the national economy and the development of sectors that can not be covered by the state alone, and for this state depends on several methods and mechanisms in its investment policy to bring domestic and foreign capital and among These methods provide industrial property, which is one of the most important obstacles facing the investor in most cases, so the Algerian legislator took over the regulation of industrial real estate in order to meet the real estate needs of all investors, especially after the principle of freedom of investment and trade constitutional principle.

Algeria, like other countries, suffers from a crisis that has been plagued by real estate because its texts are outdated, ambiguous, or because of its weak structure and irrational exploitation, especially those related to national property.
