Abstract EN

This article analyzes the "inputs" and "outputs" of democratic process and difficulties of transition from a centralized and monopolized system to multiparty system during the period 1989 - 1992.the approach actually raises the fundamental issue of political change.

It tried to introduce new political and institutional conditions of representation.

On the what a new form of exercise of political power will be considered .the constitutional mechanisms; openly and fully approved (separation of powers, civil liberties, and multiparty system...) have not managed to organize, or to enforce compliance with rules of the political game.

The failure of the democratization of political life has been transformed into crisis multidimensional, which remains without end while the treatment denies its character completely political: legitimacy of the ruling class; alternation in power; and crisis of Representation..
