Civil society organizations are one of the most important pillars in constructing an institutionalized state, as it plays an important role in the process of democratization and freedom, especially in light of political and social transformations in Arab societies since 2011, in an effort to build a democratic comprehensive communities, all the way to a sovereign state respect the principles of human rights based on the law and good governance, this challenges affects all levels, for example in the case of Syria, which still experiencing major conflicts since 2011, led to the deterioration of the political economic, social and cultural situation of the state had a large consequences and repercussions on the security and humanitarian dimension internally and externally.

As the crisis situation led to the displacement of thousands of people from their cities, as well as the exodus of refugees to several neighboring countries from Regional and international sphere, civil society plays an importance role in the framework of the transitional phase, in light of the complex role which can be played in advancing the democratic transition and the protection of the rights of refugees.
