Arab societies have recently experienced the attempt of Arab families to imitate a number of elements of Western cultures, Attempts to borrow new cultural patterns strange to our societies, these new patterns became over time a part of the local culture of these communities, and the effects of these patterns have emerged in the nature of family construction and cohesion, and resulted in social, moral and behavioral problems in a system with other complex factors, including the old - modern – problem produced children of unknown descent,relations outside marriage or so-called illegal relationships led to their emergence, and has become significant part of the community, especially in Algeria, We find parents and in most cases mother has to give up her son who came illegally, in order To avoid a bad look of her community as well as the abandonment of the father and not make the relationship legitimate by marriage.

, Where the mother gets rid of her son and put him on the street to ensure this group of children, making the State develops institutions to secure this group of children a so-called assisted childhood foundations.
