Abstract EN

This study aims at knowing The National Public Service Observatory (NPSO), which was created by Presidential Decree number 16-03 on 7 January 2016, and it is and official central body, that assesses and supervises the implementation of national policy in the field of promotion and development of the general facility and administration.

The study dealt with the issue through the coupling between the legal approach and the analytical approach.

After evaluating the work of the observatory during three years, the most important results indicated that the observatory will not be much different than the previous institutions and his fate will eventually be gone
