This paper seeks to uncover the problem of defining terrorism as one of the most prominent problems in the accurate and correct understanding of this phenomenon, despite the existence of many official and academic discussions and its insistence on the need to control the definition of individual terrorism.

Therefore, this article presents the problem in four ways, beginning with the many interpretations of the definition of terrorism, then the difficulties in reaching an agreed definition, and third the limits of the relationship between it and many other concepts such as aggression, political violence, organized crime ...

etc.

A finally understanding and definition of terrorism so that it can be easily combated.
