Abstract EN

The Algerian proposal to criminalize the payment of ransoms to terrorist groups for the release of the hostages met a significant support from influential countries and international institutions when UNSC adopted the initiative in the 1904 resolution; this decision was a response to the need to cut off funding sources terrorist groups, especially in North Africa, where this devastating phenomenon is taking hold more and more in sub-Saharan Sahel region with the presence of a solid terrorist base.

Although the provisions of the resolution, according to observers, are not strict enough and collide with legal problematic, the Algerian proposal remains the first of its kind in the scope of fighting against terrorism and seeking to develop a more binding legal instrument after a broad consensus occurence on cutting off one primary resourses of terrorism fundation, in order to implement the foreign policy and the national security strategies, because national security focuses only on threats while foreign policy expresses everything related to the international community, including threats.

This is an opportunity for Algeria to restore its role especially the regional one
