The world is witnessing the dawn of the third millennium shifts not seen before: scientific and technological development, environmental and demographic changes and successive economic crises, and various armed and security trends.

These variables will influence without a doubt on the future of world development, especially in developing countries, and then had to Algeria should strive to exploit the best possibilities to challenge these shifts: invest in renewable energies and investing in small and medium enterprises including agriculture, maintaining national security1 and national unity and reform of educational system in line with scientific development and market requirements, and support tourism development, and all this can be achieved by providing citizenship values among different social groups.
