Abstract EN

Realizing the importance of human element depends on several factors, such as development of organizational thought, growing pressures resulting from economic competition and the growth of labour unions and governmental laws and regulations.

After there was what is known as the Labour management which was limited to hire and fire employee and keep records of attendance, monitoring and payroll.

There has become what is known as human resources management which mean the study of policies relating to the selection, recruitment, development and the treatment of employee at all levels, and organizing the workforce inside the institution whatever its activity and increase its confidence in management justice and create a cooperative spirit between them to get the institution to the maximum productivity capacity.

Through this paper we aim to highlight the reality of human resources management policies in Algerian public institutions, by discussing the theoretical framework of human resources management’s policies, and the conceptual and legal framework for these policies in Algerian public institutions and administrations, As well as attempting to projection the theoretical study on the reality of the public institution, through case study of Office of Promotion and management of real estate for state of Biskra.
