The granting of the charter of the united nations security council the authority to take coercive measures in accordance with the provisions of chapter vii against any state sees it threatens security and international peace and represented in the non-military measures contained in article 41 of the charter and military measures provided for in article 42 thereof but international practice has confirmed the presence of deviation in the performance of the security council in this area.
