The global banking sector had undergone during the past two decades, a lot of developments, accompanied by the expansion and diversification of financial services offered by banks, which resulted many of risks and crises, evidenced by the financial crisis of 2008 that engulfed the financial sector, and resulting serious consequences for the entire global economy, and has demonstrated deficiency evident in the current controls and supervision standards, and this is what invited the international community, represented by the basel committee on banking supervision to the enactment of new bundle of rules and regulatory standards to deal more prudent and comprehensiveness with risks, by working to strengthen the capital and liquidity requirements for banking and financial institutions, in what is known as the decisions of the supervisory oversight of the basel iii .
