Lifelong learning process requires the availability and facility of learning acquisition, with no limitation to a particular age period.

It is a legitimate need and purpose for the communities which aspire to embody the Knowledge- based society through activation of the right to knowledge as a humanistic right, especially in front of the depletion of underground resources, this makes the investment in human resource a vital matter.

Our purpose in this paper is to show the importance of lifelong learning for all individuals to develop their skills and performances.

In a second step we will explain the nature of concepts that underlie the lifelong learning and continuing education system in our societies across the identity discourse in the framework of bilateral tension between past and present, tradition and modernity, continuity and renewal, while highlighting the challenges and dangers that may take place as a result of the absence of cultural planning strategy.

As we will explore an effective approach based on a specific and objective conditions that guaranty a successful lifelong learning process in our societies.
