Abstract EN

The internationalization of human rights protection and appearance of the concept of human security have led to a transformation of the traditional vision concerning the state sovereignty .In that aspect, the international society,since after the nineties ,has the right through U.N.O to intervene humanitarianly in order to protect the rights of person affected by armed coflits .however,the dialectical relationship between Intervention and sovereignty to adopt the"responsibility to protect"as an alternative term to"the humanitarian Intervention".This concept is based on the conciliation between the duties of international Society to intervene in some cases in one hand,and the necessity to respect the state sovereignty in the other hand.
