In light of the globally emerging information and knowledge society changed the way we lived and traditional models of higher education particularly.

Nowadays, Institutions of higher education are in transition, with increasing frequency the new developments - from virtual universities - ,this led to a turning to the use of the electronic learning method which relies on multimedia to deliver courses to students at a distance as well as to enhance formal educational programmes that are delivered on campus, Algeria is encouraging and fostering the use of ICT to enhance the development process in general and the development of the educational system in particular, paving the road for an use multimedia policy framework along with an implementation strategy.
