The territorial management cannot be reduced to a public policy, but it should be a concerted action, approved by all the actors to ease the tensions, to consolidate the democratic system and to regain the confidence of the citizens.
Furthermore the dialogue and the participation represent a partial answer to the new methodological difficulties introduced by the territorial management, as they aim to reduce the disparities in power, to correct the asymmetries of information and communication and to involve effectively the actors in the decision processes.
Local Agenda 21, through its strategic dimension, is a framework favorable to a real dialogue between the local actors

La gestion territoriale ne peut être réduite à une politique publique, mais devrait être une action publique concertée et approuvée par tous les acteurs pour apaiser les tensions, renforcer le système démocratique et regagner la confiance des citoyens.
De plus, la concertation constitue une réponse partielle aux difficultés méthodologiques nouvelles introduites par la gestion territoriale, puisqu’elle vise à réduire les inégalités du pouvoir, à corriger les asymétries d’information et de communication et à impliquer réellement les acteurs dans les processus de décision.
L’Agenda 21 local, par sa dimension stratégique, est un cadre propice à une réelle concertation entre les différents acteurs locaux
