These last years have been characterized by the emergence of innumerable theories that claim the economy of development (theory of good governance, theory of human development, etc.).

This article aims to lay the groundwork for a new theory that combines "good governance" and human development.

This means that the creation of good institutions capable of promoting development is closely linked to strengthening the basic capacities of individuals.

In other words, there are no good institutions without state intervention in social justice.

The case of Algeria, which has been mobilized in the context of this article, is interesting for more than one reason.

Indeed, despite the abundance of natural resources available, the country continued to suffer from underdevelopment problems.
