Abstract EN

If the ownership of the new plant variety granted contriver monopoly ,exploitation and authority to act against him in the plant variety protected although lack of utilization of inventions generally constitute one of the problems that it is faced by countries in general .The inventions that give them protection does not exploit the whole especially in developing countries ,to face non exploitation cases by contriver of the new plant variety, compulsory licensing system was found for the purposes of general interest to the community and address the shortage of food and medicine .The fact that the compulsory licensing of plant varieties system is under the exclusive rights to the plant breeder ,the question arises to what extent required the protection of new plant varieties act No 17 .for the year 2009 the UAE to achieve the protection of developers of new plant variety in the harmonization of their rights on new plant their categories and the right of third parties and or the state to obtain a compulsory license to meet the needs of the community and for the purposes of public interest
