Abstract EN

Controlled delivery is an international mechanism and a term established by international and regional conventions on combatting illicit trafficking in narcotic drugs, psychotropic substances and other illicit substances.

this mechanism has proved effective in reducing the supply and demand of narcotic drugs and psychotropic substances.

some Arab and foreign legislations have also endorsed the said mechanism.

according to this mechanism, a consignment of illicit drugs or substances is allowed to cross a country or more with the knowledge of authorities and under the control of its security bodies with the aim of identifying its final destination and hence arresting persons involved and bringing them to justice.

the study explained that the concept of '' controlled delivery'' differs from one country to the other even among Arab countries.

the study also classified controlled delivery into an internal controlled delivery and external controlled delivery.

article (11) of Vienna convention 1988 has set rules of using controlled delivery mechanism, and article(17) of the same convention has set out the legal rules of combatting illicit drug trafficking by sea given that most of narcotic drugs, psychotropic substances and chemical precursors smuggling operations are carried out by sea.

the study concluded with a number of findings and recommendations.
