The aim of this paper is to highlight the concept of governance and its advantages, and its role in improving public services in the field of water and sanitation, which was approved by the water law no.

05-12 of 2005 in Algeria, and it was implemented through a series of administrative contracts between public water institutions and foreign companies in four major cities (Algeria, Oran, Constantine, Annaba and Taref), which produced acceptable results such as containment of distribution disorder, provision of high quality and guaranteed water, reduction of water leakage ratio, establishment of various facilities and irrigation structures, and facilitate payment process of receivables.
