Abstract EN

The content of the 7th section of the new Tunisian constitution, entitled “the local authority,” has been considered as a lawful revolution about the administrative organization of the Tunisian country.

this section has moved from a narrowed centralized system to a decentralized one based on the main and most common global principles of the local governance.

moreover, a new legal concept has been adopted here for the first time: this term is called “the local authority” and it had never been familiar to previous legal systems.

“the local authority” means boycotting the excessive centralized governance via intensifying the local democracy as a developed local issue.

however, the imposed revolutionary worth on the state may be an obstacle in applying the local authority because it requires providing huge financial and human needs to realize this democratic transformation.
