Today, the public sector in all countries of the world is facing many challenges at all levels, political, economic, social, cultural and even environmental, the public sector institutions are seeking to improve their performance, and look for effective tools to achieve it, where strategic planning appeared as a modern mechanism for the management of public utilities and improve their performance in order to achieve their goals.

the purpose of this paper is to find out the extent of the implementation of the strategic planning in the public sector in Algeria, and especially in the higher education sector, through program budget approach.
