Arabic Abstract

تتناول هذه الدراسة موضوعة الهجرة غير النظامية التي نشأت في أوروبا على أنها قضية اقتصادية - اجتماعية، و تحولت تدريجيا و مع تصاعد تدفقات اللاجئين غير النظاميين إلى قضية سياسية أمنية بالدرجة الأولى، و مشكلة تؤرق العديد من الدول الأوروبية منذ عام 2011 و حتى تاريخ كتابة الرسالة -2016 – لتظهر كقضية خلافية لدول الاتحاد الأوروبي الذي بات منقسما إزاء تلك الظاهرة المتصاعدة و موجات تدفق اللاجئين غير النظاميين الى اوروبا بشكل غير مسبوق.

و تستعرض الدراسة الحالة الألمانية مع تدفق المهاجرين السوريين اليها، خاصة بعد اتخاذ المانيا سياسات ترحيبية بهؤلاء اللاجئين.

و تكمن أهمية الدراسة بتسليط الضوء على السياسات التي تبنتها الدول الأوروبية المستقبلة للاجئين و من ضمنهم المانيا، و قد عالجت الدراسة الإشكالية الأساسية التي تكمن في التعرف على ماهية الهجرة غير النظامية إلى القارة الأوروبية، و القوانين و المواثيق التي تنظم تلك الهجرة، و ماهية السياسات الأوروبية المتبعة تجاهها بشكل عام، و السياسات الألمانية بشكل خاص و قد انطلقت الدراسة من فرضية ان سياسات الاتحاد الأوروبي عامة و المانيا بشكل خاص تجاه الهجرة غير النظامية هي بالأساس سياسات تتمحور حول الخطر الامني و السيادي الناتج عن هذه الظاهرة الجديدة، و تدفقاتها الى أوروبا و المانيا بشكل خاص هذا من جهة، و من جهة أخرى فإن آليات التعامل مع ظاهرة الهجرة غير النظامية لربما ستعود عليهم بالنفع في انعاش اقتصادهم و المشاريع التنموية لديهم، كما هو الحال مع المانيا التي استقبلت الكم الأكبر من اللاجئين السوريين.

و قد استخدمت الباحثة في دراستها المنهج الكيفي التحليلي، للوصول إلى إجابات علمية واضحة و شاملة للتساؤلات المطروحة في الدراسة، و لهذا اشتملت الدراسة على أربعة فصول والعديد من العناوين الفرعية التي تم تفصيلها في قائمة المحتويات، و التي حاولت الباحثة من خلالها التعمق بموضوع الدراسة بالوصف و التحليل

English Abstract

This study deals with the issue of irregular migration that has emerged in Europe as a socio-economic issue which has gradually been transformed into a political-security issue, as the refugees' irregular flows escalate.

This issue has become a source of threat to many European countries since 2011 and until the date of writing this thesis, to appear as a controversial issue to the European Union which has become divided due to this escalating issue and the waves of irregular refugee's flow in an unprecedented manner.

The study reviews the German case as the refugee's flow to Europe, especially after Germany has adopted welcoming policies for these refugees.

The importance of the thesis is to highlight the policies adopted by European welcoming countries, including Germany.

The study deals with the basic problem of identifying irregular migration to the European continent, the laws and pacts that regulate the migration, also the European policies towards it in general, and German policies in particular.

The study is based on the hypothesis that EU policies in general and Germany in particular regarding the irregular migration are primarily policies which are centered on the security and sovereign threat posed by this emerging crisis, and its flows to Europe and Germany in particular.

And on the other hand, the mechanisms to deal with the crisis of irregular migration may benefit them in the recovering their economy and developmental projects, as is the case with Germany, which has received the largest number of Syrian refugees.

In her study, the researcher used the qualitative-analytical method to come up with clear and comprehensive scientific answers to the questions raised in the thesis.

Therefore, the study included four chapters and several subheadings, which were detailed in the contents table, in which the researcher attempted study these questions in depth by using description and analysis.
