In the light of recent and rapid changes, and in order to achieve the vision of sustainable development until 2030, the strategies of scientific research of the Arab countries must be changed to keep with the changes of the Fourth Industrial Revolution through artificial intelligence applications in the fields of scientific research and development.

This change is inevitable, so that we can create a modern system for the peaceful uses of atomic energy to help us to overcome the capitalist control and social conflicts resulting from the widening gap between technological inertia of developing countries and the digital transformation of developed countries.
