Abstract EN

This research studies, the local government level and institutions in the Sudan in the past, present and the future.

These institutions formed the base of the political administration.

Local government in the Sudan, gains its importance from being the grass root mechanism, which bind up local communities with the plans and programs of their national government, to enhance unity and national social interaction.

The national and states constitutions, give importance to the local government as one of the three levels of political administration, with its unique functions, authorities, and financial resources.

The researcher used the historical, and the applied scientific research method, to analysis the information so as to reach specific findings.

To conduct the study the researcher, had done the necessary field surveys, to examine basic documents, reviewed available relevant literature, primary and secondary data, held interviews with concerned persons.

The research reached many findings, most prominently, are that , the establishment of local government institutions, provinces, localities, and local government councils, where not being establishment within comprehensive national strategy, but they were only been established as response to some spontaneous pressures.

The cumulative outcomes of that policy have been political and administrative instability, high turnover of political and administrative leadership, and absent of peace, and peace Culture.

The study thus, call for some intervention as recommended actions, to rectify the situation.

First to make use of the heritage of local government, within clear national strategy, provide trained and qualified officials, with needed requirements, to enable local government in situation to function properly.
