Revolutionized information technology in the 21st century, rapid changes and developments in all areas, the higher education systems in the introduction to the areas affected by this information revolution being always seeks to find the best ways and techniques to develop the aspects of scientific research and the cognitive professor and student, so it became necessary to move toward e-learning a new method in the educational process in accordance with the employment of modern information and communication technology techniques from one computer to search engines and electronic networks and Internet portals to deliver updated learner effort and shorter time and more than scientific interest.

Given the importance of the role of the teacher in the success of the e-education, the latter which would contribute to improving the outcomes of higher education, this paper aims to highlight the importance of the possession of a university professor, the use of information technology skill in adapting to the electronic education and employ it in a positive manner to serve the cognitive aspects of the student, and verifies the goals sought by the university system, in his accompaniment consequently the development in the cognitive field raved.
