Abstract EN

This paper dealt with many important aspects related to the special needs as the focus of this scientific research, the researcher followed the descriptive and historical methods, and used the tools of observation and questionnaire to reach the results and based on, presented the recommendations.

The first requirement is the methodological framework for the research, the one was entitled , special needs, and the third one talk about the types of disability, and the fourth one, was the methods of development of the disabled abilities, the fifth one talk about models of the great and famous disabled throughout history, and the sixth one was the practical study that includes the applied study procedures, results, recommendations, list of sources, references and supplements.The most important findings of the paper was, the urgent need to localize the educational aids industry for special needs inside the Arab countries to activate their role in making the best use of them, and that the most important reasons for not benefiting of the special needs from modern educational means is the lack of Arab official interest to import these means, The Arab countries do not have plans and strategies to discover the mental abilities of the disabled, and the special needs are capable of scientific excellence if they have modern educational means.

And the most important recommendations of the paper, is the necessity of settling the industry of educational means for the special needs inside the Arab countries, and the importance of bringing the modern means and making them available to the special needs, The Arab countries should develop plans to discover the mental abilities of the special needs and qualify them to contribute to the benefit of humanity, The paper recommended Arab cooperation in areas of concern for disabilities.
