Abstract FRE

The traditional public management of public services in Algeria has many problems that prevent the good quality of services to the citizens, this management is characterized by the solidarity and the centralization of the decision making, which implies a big Bureaucracy, a complication in the administrative procedures and creates an environment conducive to the spread of negative aspects of good service management such as: corruption, mediation, which prevents public managers from providing the required role.

Therefore, it is recommended to apply modern public management mechanisms, focused on the quality of public services provided in terms of efficiency and effectiveness, and to give managers new roles to improve their contribution, by offering them greater freedom of management and to consider the citizen as clients when presenting the public service, and subject them to a closer control of their management and their responsibility for the quality of the service provided, and their management, to promote flexibility in decision-making
