Abstract EN

This study is intended to emphasize the importance of the state of law, its vitality and its necessity to achieve human development and to overcome crises, problems and challenges facing most Arab countries, which yare: the decline of freedoms, the absence of control, the spread of corruption, the absence of democracy, the absence of justice and equality, the lack of effective participation, the inefficiency of the public sector and the lack of response to people needs, and the requirements of human development.

The state of law is an urgent necessity to reduce chaos, insecurity, and instability in all their forms within society.

The state of law is an urgent need at present to preserve the balance between the state and society, to achieve security and stability for the human being, and free him from the fear and daily anxiety that threatens his life.

Therefore, there is a need to strengthen the Arab citizen's awareness of the state of law and its role in achieving the process of human development and creating a strong state capable of achieving comprehensive development
