It had great and effective importance in the Islamic thinking and civilization.

so that the Islamic law at the holly Quran and Sunna had confirmed that the effort for science and learning cause the gratification of Allah and his prophet because it considered as obedience to legitimate duty imposed by Allah, all of this is because of the effect of science in refinement of souls and rectification of constitution, by it the hearts is growing and the brains lighting, And the human picked up from the darkness to the lightness of knowledge and guidance.

So, scientist has deserved that high rank which putted by the prophet, when he preferred them to other people, because he believed that science is the way of guidance to worship Allah, also he considered them as heirs of prophets because of his certitude of there rule in the humanity mission performance.

Therefore, rulers had cling to the scientific system depicted by the prophet (p.b.u.h) for seeking the knowledge for themselves.

They proceeded to join the seminars of great scholars in there age to invested there science by consultations and inquiry.

the reseaon of our choice for this subject is that aspects which rulers had clinging to, also because there is no study specialized in this aspect of rulers.

The research came in three sections, in the first their meetings with scholars is discussed, in the second consulting the scholars, asking them about some issues and assigning them some of the scientific tasks, as for in the third, sponsoring them financially is tackled.

What concerns the sources and references that were adopted, the researcher depended on many, of them are religious science books, general history, local history books, translated books, books of origins, literature, geography, linguistic lexicons and modern references.
