Talking about the management of international crises takes many directions because of the diversity of their definitions, means and strategies The concept of crisis management, which is entrenched in moral tension between two countries is not the concept of crisis management caused by a material problem and this is evidenced by the lack of agreement between researchers and scholars and international organizations to put the definition of a specific and unified management of international crises The process of managing international crises is a learned science from the public administration and one of the key elements in the continuity of its work, So that the state was working to solve the disasters and internal problems based on a range of means and strategy that are consistent with the need to deal quickly with the dilemma faced, Because of its success, it has been adopted internationally to manage crises because of its fast pace, flexibility and adaptability to all forms of crisis.

The aim of this research is not to present concepts only about what constitutes the concept of crisis or the management of international crises, But will also focus on the stages of crisis development and what is the appropriate period to enter into the administration We will also discuss the most important means and strategies needed to solve them.

We will also add the most important points emphasized by both institutional and neo-realistic theory in order to avoid the entry of countries into crises and multilateral conflicts.
