The Treaty of Rome (1957) stipulated that European countries should maintain close relations with their former colonies, which led to the conclusion of agreements with the Maghreb countries since the 1960s.These agreements ranged from cooperation agreements and partnership agreements covering all fields, The Mediterranean and the Euro-Mediterranean Partnership with the Barcelona Declaration, the Neighborhood Policy and the Union for the Mediterranean.

However, despite all these agreements that claim cooperation or partnership, they are one-way agreements that primarily serve the European side and this is on the one hand the weakness of the Arab Maghreb countries.

This weakness is due to the dependence on one supplier exported to European countries and importing most of the manufactured materials, And its inability to achieve development despite the many attempts, and despite the resources that are abundant in them.

On the other hand, the division between its countries, which could not unite some of them, despite the common points, which has been exploited by European countries in their favor and kept these relations under different names but They are in fact control relationships because they are inconsistent and in one direction this is simply because they are between completely different parties.
