Governance is shaped in the stage of globalization in the form of decentralized governance without leadership to "reinvent government" and sometimes without the state.

Multinational corporations are thus interlinked in complex/network contexts ; moreover, active civil society forms networks when non-governmental organizations are intertwined with / or against the State; these overlaps have profoundly influenced the traditional bureaucratic situation.

The "State / Network" has emerged to reshape its role ; not only to reduce it; but to make it more efficient and adaptable to respond to new and evasive challenges.
