As a mechanism of transitional justice, Reparation programs are part of the victimcentered restoration justice that seeks giving effect to the indi-vidual right of reparation, for victims of gross violations of the international humanitarian law and human rights, ensuring the realization of these programs effectiveness.

Thus, reparation programs are meant to meet requirements of comple-teness and comprehensiveness between material and moral elements of re-paration .
