Arabic Abstract

تهدف هذه الدراسة إلى تسليط الضوء على قضية مهمة في التاريخ الإسلامي في حقبة زمنية كانت من أعقد مراحل البناء في الدولة الإسلامية، و ما يترب عليها من اجتهادات في إطار النصوص المتوفرة في موضوع الرسالة و هو : الأمن الاجتماعي و الاقتصادي في العهد النبوي و الراشدي"، و في هذه الدراسة يبرز أهمية تحقيق الأمن الاجتماعي و الاقتصادي للدولة، و أثره على استقرارها، و تقدمها الحضاري.

فهي رسالة فيها توضيح و إبراز للإجراءات التي اتخذها النبي و الخلفاء من بعده من أجل تحقيق ذلك، و إظهار دور نظام العقوبات الإسلامي، و تماسك المجتمع، في تحقيق الأمن الاجتماعي، و تبيان أثر السياسات المالية و الرقابة على الاقتصاد في تحقيق الأمن الاقتصادي للدولة.

و يتطلع الباحث من التطرق لهذه الدراسة إبراز مدى ترابط الأمن الاجتماعي و الاقتصادي مع مقاصد الشريعة من الخلق، و التي بدونها لا تتصلح المجتمعات، و لتكون مرجعا منفحا للأنظمة و الحكومات حول الأمن الاجتماعي و الاقتصادي و أثرهما في بناء دولة قوية متحضرة، و مستقرة و متماسكة.

منهج الدراسة : اعتمدت الدراسة على منهج البحث التاريخي.

أهم نتائج الدراسة : إن ترسيخ العقيدة، و تحقيق العدالة الاجتماعية بين أفراد المجتمع كان له أثر كبير في تحقيق الأمن الاجتماعي و الاقتصادي في العهد النبوي والراشدي.

إن نجاح النبي والخلفاء في تحقيق التنمية الاقتصادية للدولة ساهم في رفع مستوى المعيشة، و تحقيق الأمن.

توصيات الدراسة : ● الاهتمام بإرث النبي و الخلفاء الراشدين في كافة المجالات و بالجانب الأمني على وجه الخصوص.

● إتباع الجهات المختصة لنهج النبي و الخلفاء الراشدين في محاولة تحقيق الأمن الاجتماعي و الاقتصادي للخروج أو الحد من الأزمات التي يمر بها القطاع.

English Abstract

The importance and objective of the study : This study aims at shedding light on an important question in the Islamic history in one of the most complex stages of establishing the Islamic State.

It also sheds light on the consequent discretions relevant to this question.

The subject of this study is "Social and Economic Security in the Prophetic and Rashidun Caliphs Times." The study highlights the importance of achieving social and economic security in the state, their impact on its stability, and its civilized progress.

The study demonstrates the role of the Islamic penal system and the cohesion of the society in the achievement of social security.

It also shows the impact of financial policies, and the control of the economy in achieving the economic security of the state.

The researcher aims at highlighting the extent to which social and economic security is linked to the purposes of the Sharia of creation, without which societies cannot be reformed.

The researcher, through this study, also desires to provide a revised reference of regimes and governments on social and economic security and their impact on establishing a strong, civilized, stable and firm state.

Research methodology : The study used the historical research methodology.

The most important findings of the study : • The consolidation of faith and the achievement of social justice among the members of society have had a significant impact on the achievement of social and economic security in the times of the Prophet and Rashidun Caliphs.

• The success of the Prophet Rashidun Caliphs in achieving the economic development of the state contributed to raising the standard of living and achieving security.

The most important recommendations of the study : • Paying attention to the legacy of the Prophet and the caliphs in all fields, especially the security aspect.

• The competent authorities are recommended to follow the approach of the Prophet and his companions to try to achieve social and economic security or to reduce the crises of the Strip.
