The right to adequate housing is an indispensable human right.

Adequate housing is not just four walls and a roof, but rather a set of requirements and basic principles that must be met in every housing unit .

The United Nations Commission of Economic, Social and Cultural Rights define elements of adequate housing under the name (elements of the right to adequate housing).

These elements include the elements of services in the appropriate housing and urban environment, which should be available to be considered as adequate housing The problem of research was: The housing in (Al-Hurriya City \ Najaf Governorate) does not enjoy the full availability of services both in the dwelling and in its urban environment..

The research adopted a hypothesis that stated : services for the dwelling or its urban environment by following the elements of the right to adequate housing.

To reach the goal of the research, which provides: access to the status of adequate housing in the (Al-Hurriya City / Najaf governorate), provides services in the housing and in its urban environment.

The research came in two subjects the first one examined the concepts of services for the dwelling or its urban environment and the theoretical framework.

The second topic dealt with the practical and practical aspects of (Al-Hurriya City / Najaf governorate), to measure the extent to which these services are achieved in the housing in the city.

The researcher recommended that the housing balance in Iraqi cities should be examined on the basis of the elements of the right to adequate housing in order to provide services in the proper housing and in its urban environment..
