the hazardous materials are among the materials that have received the attention of the iraqi legislator and most of the countries of the woeld because of the damage caused by these materials to the environment and the human being that may coutinue for many years, which necessitated the appropriate administrative intervention in order to regulate the method and mechanism of dealing with it in criminal terms, the legislator did not lose sight of the criminal protection of those articales, wich are no longer adequately regulated by the administrative organization, in order to prevent their grave harm, which led to the development of an integrated framework to provide balanced legal regulation to protect against hazadous substances hazardous materials as well as specify the means of dealing with them and the illegal dealings and accordingly determine the penalty that the legislator considers appropriate to commit the crime of dealing with hazardous materials.

The criminal legal organization for dealing with hazardous materials is a step forward from the criminal legislator.
