The Vienna Declaration (1993) and United Nations General Assembly resolution 48/134 of 20 December 1993 on national institutions for the promotion and protection of human rights emphasized the importance of establishing national institutions for the promotion and protection of human rights.

Accordingly, the United Nations has established a set of international standards as an indicator of the independence of these institutions and their ability to carry out their functions known as the Paris Principles of 1993.

The National Committee for the Promotion and Protection of Human Rights in Algeria was the national human rights institution.

However, the National Consultative Committee has been subjected to considerable criticism since its inception, both domestically and internationally.

This led to its abolition and the establishment of the National Council for Human Rights under the 2016 constitutional amendment in articles 198 and 199, and the promulgation of Law No.

1613 of 03 November 2016, The National Council for Human Rights, which has been considered a constitutional body, notes that it is in principle compatible with international standards of the United Nations.
