Arabic Abstract

تهدف هذه الدراسة إلى التعرف على أنماط ملكية الصحف الفلسطينية، و التعرف على طبيعة انعكاس هذه الأنماط على مضامين السياسة التحريرية، و حجم تأثير أصحاب رؤوس الأموال على مضامين الفنون الصحفية، و الضغوطات التي تمارسها جهات التمويل للتأثير في السياسة التحريرية، و تعتبر هذه الدراسة من البحوث الوصفية، و استخدمت منهج الدراسات المسحية، و في اطاره أسلوب مسح الممارسات الإعلامية.

و استخدم الباحث صحيفة الاستقصاء لجمع البيانات، و اعتمدت الدراسة على عدة نظريات للإعلام و هي : (دراسة على قائم بالاتصال، السلطة، الحرية، المسؤولية الاجتماعية)، و كانت عينة الدراسة العاملين في المؤسسات الصحفية العاملة في الضفة الغربية و قطاع غزة و هي :(القدس، الأيام، الحياة، فلسطين، الرسالة، الاستقلال، المجتمع، البلد، البرلمان، نساء من أجل فلسطين، الحال، و مجلتي السعادة، و الغيداء)، و عن طريق العينة العشوائية البسيطة تم اختيار 150 مبحوثا و مبحوثة.

و خلصت الدراسة إلى مجموعة من النتائج، كان أبرزها : .1 ملكية الشركات المساهمة للمؤسسات الصحفية، أفضل أنواع الملكية.

.2 يؤثر نمط الملكية على السياسة التحريرية للمؤسسة الصحفية، و يعمل على توجيهها حسب أهدافه.

3.

هناك تأثيرات ايجابية و سلبية للإعلانات تنعكس على السياسة التحريرية للمؤسسة الصحفية.

و كانت أهم توصيات الدراسة : .1 سن قانون ينظم العلاقة بين مالكي الصحيفة، و علاقتهم براسمي السياسة التحريرية.

2.

الموازنة بين المساحات المخصصة للمادة التحريرية، و المساحات المخصصة للإعلانات.

3.

إصدار ميثاق شرف إعلامي ينظم أداء الإعلام الفلسطيني، و يضع ضوابط مهنية وأخلاقية، و خاصة فيما يتعلق بالملكية الصحفية و علاقتها بالسياسة التحريرية.

.4تشجيع الاستثمار في المؤسسات الصحفية، مع ضرورة تنوع الموارد المالية.

English Abstract

This study looks into the patterns of ownership of Palestinian newspapers and the impact these patterns have on the contents of the editorial policy, and the magnitude of the influence capitalists have on the contents of the journalistic forms.

The study also examines the pressures that financiers exert in order to influence the editorial policy.

This descriptive research used the survey methodology by drawing on the media practices survey method and the correlation relations method, through it a methodological comparison was used.

The researcher used the survey tool to collect the data.

The study relied on several media theories: (the communicator, power, freedom, social responsibility).

The study sample included the press organizations operating in the West Bank and the Gaza Strip (Al-Quds, Al- Ayyam, Alhayat, Felesteen, Alresalah, Alestqlal, Almojtama, Albalad, Albarlaman, Women for Palestine, Alhal, Elsaada and Al-Ghaidaa magazines).

A simple random sample of 150 respondents were selected.

The most important results of the study are the following : 1.

Ownership of joint-stock companies of press organizations is the best type of ownership.

2.

The pattern of ownership affects the editorial policy of the press organization and works to guide it according to its objectives.

3.

There are positive and negative effects of advertising, which have an impact on the editorial policy of the press organization.

The main recommendations of the study were as follows : 1.

Enacting a law which regulates the relationship between the owners of the newspaper and their relations with the makers of the editorial policy.

2.

Balancing the spaces allocated to the editorial material and those allocated for the advertisements.

3.

Issuing a media code of conduct that regulates the performance of the Palestinian media and establishes professional and ethical controls, especially with regard to press ownership and its relation to editorial policy.

4.

Encouraging investment in press institutions, including the need for varying financial resources.
