Comes the importance of this research through the presence of the need to improve the quality of the educational process outputs in Iraq, and then various and different entrances to get to the desired results of the educational process solutions emerged, and in the footsteps of international expertise is considered decentralized and applied to general education stage one of these approaches adopted by the Iraqi government, to identify the positives and the negatives, and see if their application is the solution to the development of education in Iraq.
