Mutual assistance among people in solving their personal and public problems was part of their daily lives, This system contains many functions and services that meet the social needs as well as provided by various community organizations, especially civil society organizations that aim to ensure an appropriate standard of living for all members of society and the elderly, including the elderly Because of its balance and social stability.

This means that the responsibility for contemporary care has become the responsibility of society, whether in the form of its social / governmental organizations or informal organizations working side by side to provide social welfare to members of society This is what we saw in Iraqi society after the fall of the regime in 2003 and the democratic transition that allowed the informal organizations to play their role in promoting Social welfare of this segment through its various programs and activities that seek to care for them and alleviate their suffering and find effective solutions to their social problems.
