هدفت الدراسة التعرف إلى درجة توافر مؤشرات التميز في عملية التخطيط الاستراتيجي في مديريات التربية والتعليم بمحافظات غزة وسبل تعزيزها، وللإجابة عن أسئلة الدراسة قامت الباحثة باستخدام المنهج الوصفي التحليلي، أسلوب المسح الشامل، ولتحقيق أهداف الدراسة قامت الباحثة بتصميم أداتين هما: استبانة مكونة من (55) فقرة موزعة على (5) مجالات وهي: الحكم والإدارة النطاق المؤسسي، كفاءة الأداء المؤسسي، الموارد المؤسساتية والخدماتية الجودة والتطوير)، وتكونت عينة الدراسة من جميع رؤساء الأقسام في مديريات التربية والتعليم السبعة، والبالغ عددهم (115) رئيس قسم، وكذلك استخدمت الباحثة المنهج البنائي لوضع سبل تعزيز مؤشرات التميز في عملية التخطيط الاستراتيجي في مديريات التربية والتعليم بمحافظات غزة.
وقد توصلت الدراسة إلى نتائج عدة، من أهمها: 1- توافر مؤشرات التميز في عملية التخطيط الاستراتيجي في مديريات التربية والتعليم بمحافظات غزة من وجهة نظر رؤساء الأقسام بدرجة كبيرة.
2- عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (a0.05) بين متوسطات درجات تقدير أفراد عينة الدراسة لدرجة توافر مؤشرات التميز في عملية التخطيط الاستراتيجي في مديريات التربية والتعليم بمحافظات عزة تعزى لمتغير: (الجنس، المؤهل العلمي، سنوات الخدمة، السن، التصنيف الوظيفي).
-3- اقترحت الدراسة مجموعة من السبل منها: تشكيل فرق للتخطيط داخل المديريات.
عقد دورات تدريبية في عملية صنع واتخاذ القرارات بمراحله المتعددة.
إتاحة الفرصة للعاملين في عرض أفكار إبداعية يمكن تنفيذها كمشاريع تربوية في المديريات.
تقديم الحوافز المعنوية والمادية للعاملين في المديريات.
- توصيات الدراسة: 1- توصي الدراسة بضرورة تبني مديريات التربية والتعليم الفكر التميز قولا وفعلا من خلال2 تحديث الخطط الاستراتيجية لمديريات التربية والتعليم.
تشكيل لجان التميز والجودة في المديريات.
3- تضمين الخطط الاستراتيجية بمجال المشاركة المجتمعية، لما لها من دور فاعل في تحقيق التكامل بين المؤسسة التعليمية والمجتمع.
English Abstract
This study aims at identifying the availability of indicators of excellence in the strategic planning process in the directorates of education in the governorates of Gaza and ways of enhancing it.
To answer the study questions, the researcher used the descriptive analytical approach, and the complete census method.
To achieve the objectives of the study, the researcher designed two tools: A questionnaire consisting of (55) paragraphs divided into (5) areas which are (Governance and management, institutional scope, efficiency of institutional performance, institutional and service resources, quality and development).
The sample of the study consisted of all heads of departments in the seven directorates of education, whose number is (115) head of department.
The researcher also used the constructivist approach to draw up the methods of enhancing the indicators of excellence in the process of strategic planning in the directorates of education in Gaza Governorates.
The most important findings of the study : 1.
Indicators of excellence in the process of strategic planning in the directorates of education in the governorates of Gaza are available largely from the point of view of the heads of departments.
2.
There are no statistically significant differences at the level of significance (α≤0.05) between the mean scores of the sample of the study for the degree of availability of indicators of excellence in the strategic planning process in the directorates of education in the governorates of Gaza attributed to the variables (gender, academic qualifications, years of service, age, job rank).
3.
The study suggested a number of methods for enhancing the availability of indicators of excellence in the strategic planning process in the directorates of education in the governorates of Gaza, including: Forming planning teams within the directorates.
Holding training courses on decision-making in various stages.
Giving the employees the opportunity to present creative ideas that can be implemented as educational projects in the directorates.
Providing moral and material incentives to workers in the directorates.
The most important recommendations of the study : 1.
The study recommends that the directorates of education should adopt the concept of excellence through forming committees of excellence and quality in the directorates.
2.
Updating the strategic plans of the directorates of education.
3.
Including strategic plans in the field of community participation, because of their active role in the integration between the educational institution and the community.
