Arabic Abstract

هدفت الدراسة إلى التعرف على درجة ممارسة مديري المدارس في وكالة الغوث الدولية بمحافظات غزة للإدارة بالتمكين وعلاقتها بمستوى اتخاذ القرار لديهم، و لتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي التحليلي، و قام بتصميم استبانتين الأولى تتعلق بمحور الإدارة بالتمكين و تحتوي على (47) فقرة، موزعة على (5) مجالات المشاركة في صنع القرار النمو الشخصي و المهني، و الحرية و الاستقلالية، و الاتصال الفعال، و التحفيز و التشجيع، و أما الثانية فتتعلق بمحور اتخاذ القرار، و تحتوي على (18) فقرة، و تكون مجتمع الدراسة من جميع معلمي و كالة الغوث الدولية (الأونروا) بمحافظات غزة و البالغ عددهم (8366) معلماً و معلمة، و تكونت عينة الدراسة الأصلية من (382) معلماً و معلمة أي ما نسبته (%4.57) من مجموع مجتمع الدراسة، حيث أن الباحث قام بتحليل البيانات باستخدام برنامج المعالجات الإحصائية .

(spss) و فيما يلي أبرز النتائج التي توصلت إليها الدراسة : 1- درجة ممارسة مديري المدارس في وكالة الغوث الدولية بمحافظات غزة للإدارة بالتمكين من وجهة نظر معلميهم جاءت بدرجة كبيرة، بوزن نسبي.

(76.94%) 2- لا توجد فروق بين متوسطات تقديرات عينة الدراسة لدرجة ممارسة مديري مدارس وكالة الغوث الدولية بمحافظات غزة للإدارة بالتمكين تعزى لمتغيرات الدراسة )الجنس، و المؤهل العلمي، و سنوات الخدمة(، و كذلك في مستوى اتخاذ القرار لنفس متغيرات الدراسة.

3- مستوى اتخاذ القرار جاء بدرجة كبيرة، بوزن نسبي .(78.67%) 4- .

توجد علاقة ارتباطية قوية موجبة بين متوسطات تقديرات أفراد العينة لدرجة ممارسة مديري المدارس للإدارة بالتمكين و مستوى اتخاذ القرار تساوي.

(0.813) و استنادا إلى النتائج السابقة فإن الباحث يوصي بعدة توصيات أبرزها : • نشر ثقافة التمكين من خلال عقد) دورات و ورش عمل وندوات وأ يام دراسية) تبين ماهية الإدارة بالتمكين و دورها الفاعل في اتخاذ القرارات.

• توسيع نطاق مشاركة المعلمين في صنع القرارات، و خاصة في القرارات المتعلقة : بهم وبالمجتمع المحلي، و توفير كافة المعلومات لهم و التي تساعدهم على اتخاذ القرارات المناسبة.

• متابعة ما جاء في البرامج الإصلاحية لوكالة الغوث الدولية، و التي تساهم في تطوير كفاءة مديري المدارس في مهارات اتخاذ القرارات.

English Abstract

The study aimed to identify The Degree of Practicing of Management by Empowerment by UNRWA School Principals in the Gaza Governorates and its Relationship with the level of Taking Decision for them from the teachers to achieve the objectives of study، the researcher used the analytical descriptive method.

He designed two questionnaires، first of which is related to inclusive of Management by Empowerment and has (47) items divided into (5) main categories: (participation in the decision-making، personal and professional development، independency، communication، and incentives).

The second questionnaire concerns the level of Taking Decision and contains (18) items.

The study sample consisted of all (6688) UNRWA teachers in the Gaza governorates and the original study sample consisted of (382) teachers about (4.57 %) of the total study sample.

The data were analyzed using the statistical processing program (SPSS).

The results of the study are as follows : 1.

The Degree of Practicing of Management by Empowerment by UNRWA School Principals in the Gaza Governorates from the point of view of the teachers was (76.94 %) with a high degree of approval.

There are no differences between the mean scores of the estimation of the study sample of The Degree of Practicing of Management by Empowerment by UNRWA School Principals in the Gaza Governorates for the study variables (gender، educational qualification and years of service) ، and in level of Taking Decision for the same study variables.

The level of Taking Decision was (78.67%) with a high degree of approval.

There is a statistically a strong positive relationship between the mean scores of the estimation of the study sample of The Degree of Practicing of Management by Empowerment by Principals equal (0.813).

Based on the previous results، the researcher recommends several recommendations، the most important of which are : • Mainstream the culture of empowerment through (courses، workshops، seminars، and study days) which shows the nature of Management by Empowerment and its effective role in decision-making.

• Expanding the participation of teachers in decision-making، especially in decisions related to them and the local community، and providing all information which help them to making appropriate decisions.

• Follow-up on the reform programs of UNRWA، which contribute to the development of the efficiency of school principals in decision-making skills.
