إشكالية التدبير العمومي بين الشرعية القانونية و الفعالية التسييرية : دراسة حالة الجزائر

Abstract EN

This paper aims to address the problematic of public management through he study and analysis of its traditional approach which is based on Weber legal-rationalbureaucratic model ,its crisis experienced under the pressure of globalization and the welfare state ,and the accompanying attempts to reform the public administration and the public sector by adopting the concept of new public management according to a managerial approach established on principles and concepts of performance ,effectiveness and efficiency ,which in turn fall under the foundations of governance.

Then ,it deals with the Algerian public management experience which is based on the traditional legal bureaucratic approach ,as well as the attempts to overcome its crises by moving to the new public management, besides to assessing the success of this tendency.
