Abstract EN

One of the most prominent features of the current world political system is the rapid increase in the size and importance of non-state entities operating on a global, transboundary basis posing a major challenge to the assumptions of traditional approaches of international relations assume that States are the important units of the international system.

Emphasis will be placed on the perspective of global governance to understand the basis of the strength of non-state actors and the conditions underpinning reliance on them by developing networking strategies in the form of positive interaction between the state and non-state actors.

This will be done by answering the problem of how non-state actors can be empowered by the explanatory factors of their power in the context of global governance.

Assuming that the focus is on renewing interest in trans-national relations and on the transformation of power from the state to non-state actors of various types.

This paper concluded by understanding the requirements of empowering non-state actors by enhancing the participatory logic Created by the new arrangements of global governance ,and highlighting the non-zero dimensions of state and non-State actors interactions.
