knowledge community had become imposable, it inflicts itself on the Maghreb countries, despite the challenges they face, and this is because of the reflection of the technological development on these communities, and the nature of its foreign relationship, especially European one as an outcome of the rapid developments in the international arena, however the most important of all is how to build a knowledge community for the Maghreb countries which will ensure an adequate position in the light of trend towards building a global knowledge that is not inevitable, and consequently it requires the Maghreb countries to know how to deal with countries, especially European ones on this topic in order to eliminate the fear about building this kind of community at the present time.
